Whistleblower Protections

Whistleblower Information for Employees of Federal Contractors and Grantees 

Employees of a federal contractor, subcontractor, grantee, or subgrantee are protected by law from retaliation for disclosing wrongdoing.  A person holding a personal services contract with a federal agency is also covered by these laws.  However, individuals receiving federal assistance, such as a student loan or social security, are not covered.

A disclosure is protected if it meets two criteria:

UM Master Subcontracting Plan

Federal law mandates that all federal contracts in excess of $750,000 must have a federally approved Subcontracting Plan in place. Such plans set percentage and dollar goals for subcontracts to be awarded to small businesses, small disadvantaged businesses, small woman-owned businesses and small businesses located in Historically Underutilized Business Zones (HUBzones.)

Subcontracts to HBCU/MI (historically black colleges and universities/ minority institutions) are also strongly encouraged for these large federal contracts.

Introduction

The procedures in this manual lay out the processes established by the Office of Research Administration for requesting, monitoring, and closing out Subcontracts issued in support of research, development and/or or training contracts funded by an outside sponsor and performed under a proposal submitted by the University of Maryland (UMD).  The campus official authorized to execute subcontracts /subawards on behalf of UMD is the Assistant Vice President, ORA or his/her designees within the Office of Research Administration (ORA).&nb
