Research unit heads: Please help distribute this message to all faculty and supporting staff in your units.

Research Security training will soon be required for principal investigators (PIs) and other named key personnel prior to submitting new proposals for most federal funding agencies. Effective by October 10th, NSF will require Research Security training as part of the proposal submission certifications. See below for NIH requirements. The US Department of Energy and the US Department of Agriculture have already begun implementing this training requirement.

Summary of requirements:

  • All Principal Investigators and key personnel: Please complete the Research Security Training as soon as possible (enrollment link).
  • NSF proposals: the deadline for the Research Security Training is before routing new applications for submission to NSF, with an agency deadline of October 10th or after. (NSF policy)
  • NIH: the research security training deadline for new proposals is January 25, 2026. However, NIH is also requiring training on “Other Support” disclosures for all Principal Investigators and other named Senior/Key Personnel before submitting just-in-time Other Support submissions and/or progress reports to NIH that are due on or after October 1st. We have included this training in the Research Security course, so please complete the course before submitting “Other Support” disclosures to meet Just-in-Time requirements and Research Performance Progress Report (RPPR) requirements.   • We strongly encourage that all Principal Investigators and key personnel complete the Research Security training as soon as possible, even if not immediately submitting a proposal.

UMD will not be able to submit NSF proposals on or after October 10th unless all key personnel have completed the training. Training records will be verified in ELMS.

Training Information:

To meet these requirements, UMD has launched a new Research Security course designed to familiarize all researchers and research support administrators with best practices for research security and international collaborations. This course consists of the NSF SECURE Center Consolidated Training Module and supplemental modules to address unique NIH requirements and provide UMD-specific guidance about supporting units, international collaborations, foreign travel, and outside activity disclosure requirements.

ACTIONS REQUIRED: All Principal Investigators and other named Key Personnel must complete the training prior to submitting just-in-time submissions and/or reports to NIH that are due on or after October 1st, and before routing new proposals for NSF that are due on or after October 10th. The inTerp disclosure deadline, October 1st, applies to ALL sponsored research proposals. Delays in completing the training or disclosures will result in delayed or missed proposal submissions.
