The OMB Uniform Guidance, 2 CFR 200, (UG) establishes uniform administrative requirements, cost principles, and audit requirements for Federal awards to non-Federal entities (effective 12/26/14; revised 10/01/2024).
Federal Acquisition Regulations (FAR)
The FAR is the primary regulation used by all federal executive agencies in their acquisition of supplies and services with appropriated funds. Federal and Federal flow-thru contracts received by UMD include contract clauses found in Part 52 of the FAR. Many federal agencies have also issued supplements to the FAR. These supplements include requirements of law, policies and procedures, and deviations from FAR requirements specific for each agency. FAR clauses and FAR supplements can be found in the CFR or at Acquisition.Gov.
The Research Terms and Conditions (RTCs) modify or clarify the Uniform Guidance (2 CFR 200) as it applies to research-related awards issued by participating federal agencies. The intent of the RTCs is to reduce administrative burden by clarifying federal requirements and/or waiving select prior approval requirements. Not all federal agencies implement the RTCs.
